I find that I'm doing more and more resumes for friends and former colleagues -- and not for good reasons. Well, this is not to say that we shouldn't ALL have up-to-date resumes in our back pockets at all times.
Combined with your networking skills, a strong resume is a critical marketing tool. A targeted cover letter is key to getting someone to actually LOOK at your resume.
You have about 100 nanoseconds for a resume review by an HR professional... that's a quick glance at the top half of the 1st page. Highlights of your skills and accomplishments must be found within that space. If you have the targeted skills and experience, that HR pro may continue to read and send your resume on to the hiring managers.
A good resume does much more than list your job responsibilities. Employers want to know how you improved processes, created revenue, saved money, delivered product, led teams, employed technology, and so forth.
